In 2019, the Training and Technical Assistance Council Committee, current Implementation Council Committee approved the Experts Training Strategy (Strategy) to develop a roster of Core Principle (CP) Experts from IADI Member staff versed in the CPs and capable of evaluating Member self-assessments consistently under the guidance of the CBTC and IADI Secretariat TCBU.

IADI CP Experts are persons who have a high level of understanding regarding the Core Principles, and who have completed a progressive training program with workshops at differing levels of experience with the Core Principles.

Representatives from an IADI Member interested in becoming a CP Expert will need to complete the following training program:

1. Core Principles Workshop:

A Member interested in becoming a Lead CP Expert would begin by attending a three to five day workshop that will occur at least every two years. The workshop will provide an in-depth discussion and analysis of each of the Core Principles and their Essential Criteria using a Member’s example self-assessment or case studies. As a prerequisite to this workshop, participants would be required to read the Core Principles and the Handbook for the Assessment of Compliance with the Core Principles. Additionally, participants should have taken the relevant FSI Tutorials or have acquired the relevant knowledge through equivalent experience.

2. Experts Training Working Group:

After successfully completing the Practitioners Workshop, the course participants may continue building their expertise and begin preparing to become CP Experts by joining the ETWG virtual training calls. These calls, led by the Lead CP Experts and CP Experts, will take participants through each Core Principle and its Essential Criteria, with a particular focus on how to assess the principles as per the methodology provided in the Handbook.

Participants will need to complete the cycle of ETWG training calls to be eligible to for the next stage of Expert training, the CP Experts Workshop. During this period, participants would ideally assist in the preparations for their regional Technical Assistance Workshops and help facilitate the CP Practitioners Workshop to further their experience in dealing with the Core Principles.

3. Core Principles Experts Workshop:

Following the above training and after participating in the required calls, the Core Principles Expert-in-training would attend an Expert Workshop. This workshop will use case studies to prepare participants to assess compliance with the Core Principles and will demonstrate how to develop action plans to eliminate gaps that hinder DIAs from complying with the Core Principles. Once the Experts Workshop is successfully completed, the participant will be considered a CP Expert.

4. SATAP Reviews:

CP Experts will be eligible to participate in SATAP reviews under the direction of a Lead CP Expert. CP Experts will be required to participate on at least two SATAP teams before a Lead CP Expert evaluates whether the CP Expert is ready to lead a SATAP team. This will include an evaluation of the CP Expert’s soft skills as well as technical expertise in the Core Principles.

Once a CP Expert is found ready to lead a SATAP review, the participant will be considered a Lead CP Expert and will be relied upon to lead SATAP reviews, support IADI technical assistance workshops, and may be called upon to support or participate in FSAP reviews of DIAs by the IMF and The World Bank or FSB peer reviews.
